Phase 1 covers every VAT-registered business, and anyone required to register. It has been in effect since 4 December 2021. Phase 2 comes in waves, and the size of your sales decides your wave. Wave 24 was for sales above SAR 375,000, and it closed on 30 June 2026. Wave 25 halves that to SAR 187,500.
